Keep in mind that we should all have a different race of powers. My organization has stood since the people left earth, and this council would be a mutual uniting of semi-established orders already in place. There will be tension, and I'm unsure right now as to the ability of An Elvinian to be trained by Biggie's people, but I think it'd be interesting and quite cool to see.
There ought to be equal seets on the high council for each race.

Necromancers and Covenant Samurai. Normal people are not allowed into the Council, only those of power.

Obviously. There would be no purpose in creating a council of people with power, and then letting any average Joe in.

I meant what you said, biggie, I didn't say Biggielanders, I said Biggie's people, referenceing your special race that I couldn't recall at that time. I just think it'd be interesting to see and Elvinian train a powerful or something, which would be interesting, because the powerful can only vaguely be aware of the actual presence of the Elvinian...
oh, and we need to outline and set down definite powers and abilities for each of our specific races.

Well, obviously, the Juzians have the ability to Ascend into partial Godhood, rather than die.
They also can control plant growth,
Use Air and lightning to attack with,
Telekinesis,
And, they don't age.

and the seats, I was thinking an equal number assigned to each race, that way if a new RPer decides to join we're not bound to 15 seats.

Also, there are different levels to Juzian Powers.
Level 1- Cannot live forever under normal circumstances, cannot develop Foresight, yet CAN manipulate Nature. The Exception: Gash. He can live forever.... Yet has no other abilities.
Level 2-Can live forever, and usually Manipulate nature. Rarely develop Telekenesis
Level 3-Develops Foresight, among the other powers.
Hawkeye-Nearly Godlike, Hawkeye is a special class... He has more power than any other Piowerful, and his abilities are not Gauged. They CANNOT be gauged, because he is almost a God himself.

The Knights of Elvinias An order of knights made up of purely Elvinians. Johann Elvinias, born 2080, was amoung the first of what became known as Elvinians. At the time of his life he managed to gather 20 others and formed the Knights of Yichnelevania, but after his death they became called the Knights of Elvinias, and ultimately the people became Elvinians. The organization itself is rather dark, not truly good, and not truly evil. To join the order one must be taken between birth and the age of two years, the only known test is to burn the child, and see if there are any markings left over afterward. Needless to say, parents are opposed to this generally.
Elvinians A subrace of Yichnelevanians endowed with special powers and abilities. There is no known way of passage, and very rarely, if ever, does a child born to an Elvinian inherit. The phenomenon is sporadic and untracable.
There are several powers that the Elvinians posess: They are physically invisible to Juzians. They are very highly resistant to dr ugs The cannot be burned, but can feel the pain of the heat. They do not physically age past 25, and have a lifespan of up to 200 years. They posess Telekinesis to a very high degree. They posess impeccable balance, it is a rare thing to see one fall if not purposely.
Some have developed powers such as: Mind reading Immunity to Radiation. Zero heat registry Physical invisibility
Again there is no pattern to the aquired abilities, but they seem to come to Elvinians who need them.
The Sabre of Elvinias The secret treasure of the knights. The Sabre of Elvinias himself. It is said to be endowed with his power, but was lost.
Also the highest award/order of the Knights
Please note, The Knights have fully melded into the council, but they keep the order of the sabre as an internal piece.
