Of course not. I'd prefer my nations not get gunned down by civilians. but, Rebuilding has Two parts, Starting the defensive military gears turning again, and Kick starting the failed economy.
And TRADE is a good way to boost a dead economy.

OOC: Biggie land will help if Holstria truly wants to have it. However, what we will not do, is fund future wars. We will send food to replace the massive damage done by the nukes, and steel and building materials, but not money.

IC: With the nations powerful cities still damaged and the hate of those responsible fresh in the shelters and untouched cities it was clear that the nation had to be rebuilt back to it's former glory but better yet it could be built back to a new glory. The Empire could be one giant metropolis of power,wealth,character,art,science and knowledge. it could be a NEW beginning. A beginning that with a fire of a gun or a launch of a bomb could make the world regret it, or it could be a beginning that make the world envious.

All men that did not have jobs and were searching for work (PLENTY OF PEOPLE!) were signed on a workforce to rebuild the cities. They were paid and before long the construction was under way. The Kaiser planned to not just rebuild a Holstria, or a Holstinia, BUT a GERMANIA.
