CAPITAL BUILDING, MERCT, BIGGIE LAND- HOUSE OF ROYALTY SESSION- DAY 1

The Council Speaker, Chujio Kaga, stood. "Today, four issues are up to vote. They have passed the Council's inspection to make sure they are not infringing on the Constitution of Biggie Land. These are the issues that follow:

1)
The Free-Labor Bill
States: That crimminals that have commited adultry, molestation, or minor sexual assault, can be sold as free-labor to Private farms. They will work on these farms until their jail session is over. They will then be released as normal. To accomadate these criminals, the farms will have to have watch towers and gates installed, which will cost X-amount of money. This bill was implemented before the Great Fall. However, it was done away with. Now it is being raised again for debate and revision.

2)
The Private Study of Underground Nectar Valley Bill
States: That instead of the government funding the studies of the Underground Nectar Valley, private orginizations will be left to fund themselves to study this strange new valley. This will save us X-amount of money and will result in a .0001% decrease in government expendure.

3)
The Woman's Right to Office Bill
States: While women have the right to vote, they are still unable to run for office. This bill will allow women the right to run and hold offices in any government position she wishes.

4)
Tariffs Bill
States: The government will now be allowed to implement tariffs on imported goods up to five percent of the imported good cost.

"Bill Number One, The Free-Labor Bill, is now open for discussion." Chujio Kaga sat down and waited for the House of Royalty to begin debate. Dagu Ibaraki, of the Militarist party, buzzed in to speak first.

"This bill has been used by our nation since we have formed the Covenant. We have used it to punish those who dishonor our nation and have commited vile crimes on others. By passing this bill, we could increase food production in our nation, increasing our self-dependence. Its time we reinstate a long overdue bill." He sat down.

A-ru Mie immediantly buzzed in. "This senate has never heard a more human-degrading bill before! This bill is nothing more than an attempt to manipulate and harm the human psych. While I agree we need to punish crimminals for dishonoring the Covenant, we should not reduce humans to mere animals. We need to use huamne methods like imprisoning and fining them. Seize their property, sell it, and give it to the victims and their families even! But never destroy a human's mind by forcing them to work as slaves!" He sat down, angry.

Dagu Ibaraki went for the buzzer, but Tay Gunma, also a Militarist Party member, beat him to it. "You say we are degrading people to animals, but that is what they are making themselves by commiting crimes like sexual-assault. If they miss the Death Penalty, which they deserve, than they deserve nothing less than to be treated as an animal. We need to stop these ideas of mercy upon evil, which led us to the Great Fall previously. Evil must be destroyed, and the only way is to punish those who violate the Covenant and disprespect this nation's laws!" He sat down just as Talon Tokyo, a member of the Traditionalist Party, buzzed in.

He was a younger man than most of the Congress. He had his hair slicked back, and was wearing a brand new suit. "This bill will give us the ability to produce a lot more grain, one of the most important foods in this nation."
