I hate to have to write this. I really do as its going to heavily criticized. Nukes do not solve everything. Most nations won't be able to even afford the cost of nukes, yet they say they have them. New nations, less than three months old will not have nukes. They just won't be able to afford them, let alone have the technology all produced to be able to defend against these. This is just the way things go.
NOW for the loophole. You can try to convince larger nations to give you some Nukes. However, there is a rule to this. The nation still has to be over two months to be able to get the nukes. The nation that is giving the stuff has to realize some things. This is expensive and illegal by International Law. You have to RP the transport. Expect to get caught when the UN asks where those 10 nuclear warheads went. Be very careful. Also, as you're the one being generous, tweak it a bit. Charge the smaller nation money or other rights to get the nuke. The Soviet Union gave missiles to Cuba only because of Cuba's position near the U.S.
Buying nukes is great for economically challenged nations. Don't be a noob. Typically, if a nuke is realistically priced, it won't cover full costs. That cost for a full nuke is only 25% of the costs. You still have 75% of costs for a single nuke is support and maintenance. Be careful who you buy from.

Now for the RP aspects of Nukes. Guess what, you can't just start nuking everyone! What a surprise! There are certain rules for nukes when RPing. Nuke based RPs are fun. There's always a terrorist organization trying to kill someone with a nuke. However, before you begin nuking someone with a terrorist nuke, ask!

Nuclear Defense systems have been a common talk amongst upper ranked nations. Problem is how much technology is involved in that. Nations with anything less than a Thriving Economy wouldn't be able to develop them. The U.S. barely was able to develop a system that works. There are also different types. Research them a bit, and find which one you like.
