Real quick, before going on, lets discuss a few things about budgeting. Now, I'm not expecting you to create this huge book on what your money is going into. That's why Presidents, Dictators, Monarchs, Aristrocrats, and Ministers have people who do it for them. This is simply to help you figure out your military spending. Lets talk about this. The more money you have left over from other things, the more money you can spend on the Military. Typically, the following are the main things: -Administration -Welfare -Healthcare -Education -Religion (If you have a specific religion) -Defence -Law and Order -Commerce -Public Transport -The Enviornment -Social Equality
Ok, so, first you need to think about what kind of nation you are. Are you more into privatising things? Are you into bigger government ownership of things? Think. There are always ways around these things. We'll use me for example. My country is big on privatization. So guess what? Healthcare, Education, and Public Transport are out the window. I can pass them off to private ownership. I implement a small voucher system for schooling. The Enviorment can be handled by private organizations. My country doesn't believe in Welfare and Social Equality so they're done. Lets say, however, you want to do these things. Think outside the box. Figure out how your country can handle these things without taking too much from your budget.

Here's how you calculate your average income.
(Insert your GDP Per Capita Here) x 85% = National Average Income

Ok, so now you have your Average National Income. Lets say you now want your cut of the money. Right off the bat, take 5% from the Average National Income. We'll consider this to be a person's savings over all. Now, think about how much income tax you want. Take the percent from that number. So, lets make sure everyone understands: 1st- 5% off 100% 2nd- (Insert percent here) - 95% of original
Now, for those who want an alternative method or wishes to get more money from their citizens, we go off this method. Taxing on consumption. We're going to say that, like the other type that they will take 5% and put that away. After that, there is the tax on what a citizen pays for that goes to the government. You can decide. I always liked .33 "cents" on every dollar spent. We'll say that your citizens spend 75% of their things on consumption. Follow this:
(Insert Money) x 75% = Total spent
(Insert Total Spent) x (Consumption Tax) = Amount of Tax
(Tax Money) x Number of Citizens = Government funds
Simple... right...?
Now, you can combine the two, however, just make sure you don't exceed that 100%.
